100% CPU Usage problem SOLVED – Check This First – check that the power supply is functioning correctly – after weeks of total frustration and innumerable runs of anti-virus, anti-malware, spydoctor, spybots, combofix etc. etc. I found that the CPU ran at 100% when plugged in, but normally when on battery – no other indication of any problem with PSU or battery. – I found that if I plugged the power adapter into a surge protected socket, the CPU ran at 100% – when I plugged the adapter into a direct ‘normal’ power outlet – no problem at all !!! – I have 2 x HP 6830s laptops (1 running Win7 and 1 running Vista) – I can recreate the problem on both.
I can only assume that the surge protected sockets are causing the power adapters to be slightly under the required wattage or voltage and this is causing the laptop to run at a reduced speed to save power ???
