CPU usage goes up to 100% and then settles to around 15% in a few moments

Q:whenever I even open any program or just click on the start button, my CPU usage goes up to 100% and then settles to around 15% in a few moments. Every time i do anything, the usage shoots up to 100%, slowing down my PC. What can I do? Also, there are 35 processes running in the background,out of which 10 are system critical processes. around 5 of the others i’m not able to delete, it says access denied, though I am the administrator.I don’t have norton.

A:It could be that you have lots of other programs starting up at start-up time which you don’t really need. To check this go to Start > Run and then type msconfig. Then click on the Startup tab and you should see a list of programs which you can deselect if you don’t want them at startup.
